Pheona Wall is an Advocate, Commissioner of Oaths, Chartered Mediator, and Senior Counsel (2022) with extensive experience advising corporate entities, investors, public bodies, and high-level institutions. She is the President Emeritus of the Uganda Law Society (2020–2022) and a renowned governance trainer under ICGU. Her work spans public relations, energy, labour law, corporate governance,and complex multi-million- euro negotiations.

PROFESSIONAL EXPERIENCE

▪ Advised on the formulation of the PPP Policy for National Water and Sewerage

▪ Advised on the South Westelr.n Cluster Water Treatment Plants Project Financing Agreements from AFD (50mEuros)

▪ Advised on the Local Content Bill for Uganda 2017.

▪ Advised on the Financing agreements and procurement for the Construction of the Mbale Water Treatment Plant.

▪ Legal Advisor to NWSC on the Kampala Water and Sanitation project Contracts with the EU, KFW, and the World Bank

▪ Legal Advisor to NWSC on various External Services Contracts; for example with an Indian Water Utility, Kisumu Water and DAWASCO

▪ Legal Draftsman and Advisor on USAID FABRI contract with the East Africa Young

▪ Country Project Communications Manager on the Bharti Airtel (India) acquisition of Warid Telecom and member of Project Conrad Internationally which managed and implemented the acquisition of Warid Uganda

▪ Transactional Advisory to NWSC on additional financing from AFD for the LV WATSAN Project (216m Euros)

▪ Advised on the Evaluation committee for the construction of the Uganda Law Society House.

▪ Lead negotiator in a €216 million contract.

▪ Handled several multi-million-euro negotiations for national &international clients.

▪ Advisory support to two joint ventures on the Tilenga Oil Project.

▪ Governance trainer for corporate boards through ICGU.

▪ Served on Boards: Zamara Retirement Fund, Water FC, Future Investments Group, EAYWP, ULS, PRAU.

▪ Vice Chairperson – Advisory Council, Efficacy Methodology (African Policy Think Tank).
